In 1970, Oman had been isolated from
the rest of the world for far too long and it was now vital to open up the
country and develop proper international relations, which had been almost
non-existent before 1970. His Majesty's foreign policy has always been to extend
the hand of friendship to all countries on the basis of non-interference in each
other's internal affairs, mutual respect, peaceful co-existence and good
neighbourliness.
In recent years, His Majesty has
emphasised the importance of developing economic ties with the Indian
sub-continent and believes there is a general consensus for the formation of
regional economic groupings, like the Indian Ocean Rim Association for Regional
Co-operation, of which Oman is a founder-member. In a message to the first
meeting of this association, His Majesty declared that "The Indian Ocean
has always been Oman's primary gateway to the world, through voyages to the
countries on its shores. As we look with optimism to the future of the Indian
Ocean region, we ask Almighty God to grant success to this new association and
guide us all to a more prosperous future, as we prepare ourselves for the 21st
Century."
Relations have also been strengthened
with countries in the Far East, which, on the orders of His Majesty, have been
visited by high level Government delegations. His Majesty has always endeavoured
to forge and maintain strong links with other Arab States and partners in the
Arab Gulf Co-operation Council (A.G.C.C.).
In December 1998, His Majesty
attended the 19th AGCC summit in Abu Dhabi. He has worked tirelessly with his
fellow leaders to develop policies for the benefit of all the people in the
region.
In October 1998, His Majesty was
presented with an International Peace Award by the National Council on US-Arab
Relations. (Photo above.) Thirty-three organisations, universities and strategic research
centres concerned with issues of peace and security around the world had decided
to honour His Majesty for his contribution to international peace and
understanding as well as for his role in the resolution of conflicts in the
region. At the ceremony held in Washington, which was attended by the UN
Assistant Secretary-General and other dignitaries, the award was received on His
Majesty's behalf by Yousuf bin Alawi bin Abdullah, Minister Responsible for
Foreign Affairs. In presenting the award, former president Jimmy Carter
expressed his admiration and appreciation of the brave stance taken by His
Majesty in the cause of peace. In his speech, Carter said that it was a great
privilege for him to present the award to His Majesty. "For many years, I
personally have admired His Majesty's courageous efforts to bring peace to his
region of the world."
