Due to the complete absence of
infrastructure in 1970, the task facing His Majesty was a formidable one.
Although Oman had received oil revenues for three years, very little development
had been implemented. Not only was the country extremely backward in health,
education, housing and communications, but to add to these difficulties, a
full-scale local war was being fought in Dhofar, in the south of the country,
against a communist insurgency, with a small, inadequately equipped army. In the
years that followed, supported by his people, His Majesty overcame the wide
range of formidable problems that faced him. Thanks to his inspired and
dedicated leadership, Oman has become an oasis of prosperity and stability in a
troubled world. Today, after nearly 30 years of outstanding achievements, His
Majesty is seeking a change of direction for his country in keeping with the
economic demands of the 21st century and the aspirations of his people. Another
fundamental transformation in Oman's fortunes is taking place with the private
sector replacing the public sector as the vehicle for progress and prosperity.
